When we asked expats in Bulgaria if foreigners are allowed to own property, they answered...

"Yes, foreigners are allowed to own property in Bulgaria. Non-EU citizens must obtain a permit from the Bulgarian Ministry of Regional Development and Public Works in order to purchase property in Bulgaria. EU citizens are allowed to purchase property without a permit. However, they must register their ownership with the local municipality. In addition, foreign citizens are subject to the same taxes and fees as Bulgarian citizens when purchasing property in Bulgaria," said another expat in Bulgaria.
